Hi Stephen Good question. We wanted to keep it simple and avoid people to load too many facilities in the same report. For instance, on a large database, by selecting "public" as facility ownership you might end up with 10 000 facilities which would have killed the server.
Re reporting rates you can now get that through the pivot table module. Here you can select any number of org unit group sets and org units. We are planning to make it simpler to select all org units at a given level in 2.12, for now you must right click and select children in the org unit tree.
