Hello Rajib, creating such a user role is perfectly possible. Make sure you give the "See data entry module", "Add data value", "Update data value" and "Delete data value" and not much else.
If you do not give "See x module" authority for any maintenance modules, then the maintenance top menu link will be hidden.
