Hi, welcome to the list. First of all, which version of DHIS2 are you running? Is it the same in the district and at the national level? Depending on the version of DHIS2 you are using, you will either have to run the Datamart or the Analytics tables to aggregate data before it is available in reports.
For the data entry issue, the first thing you can try is to ask the data entry clerk to clear his browser cache.
