Strange - could you perhaps just quickly try to move the new one (using the last option, Hierarchy Operations) and see if it moves to the right place? (not a good solution of course)
I don't think this should be related to caching, but since that is often the case with the orgunits, could you also try in the Chrome incognito window? I've also seen sometimes that it looks as an OU is selected in the tree even though it actually isn't, so you could try deselecting and reselecting.
