Your config now looks very much like what gets deployed by dhis2-tools:

.

With the exception that you have done that neat trick with proxy_params
which I will copy.  You might want to also look at some of the rewrites I
have done in that file.

The following is the link to the web.xml file you might consider dropping
in to replace the default tomcat one to achieve the static content serving.
 The stuff at the top using tomcat expires filter does the magic.
