Is it one or many stages? Not really sure how a stage without program existed.
I remember earlier it was like first you create a stage and assign the stage to a program ... this was long time back. may be you have some legacy data ... Another obvious possibility is direct manipulation of the tables. Or probably, a program is deleted through the UI but the process somehow failed to remove programstage... but I don't know. --- Thank you, Abyot.
