I am pretty sure in this case it was related to an option set which was assigned to a data element, but the option set had no members, which caused this error. I recall another instance where an orgunit had a control character (new line) which caused the same error. So, as Morten says, it is likely a bad piece of metadata somewhere which will need to be tracked down using JSONLint to determine exactly what is causing the error.
