Well, if I remember correctly png download was available and working well, in 2.16 so it may be that there are some issues with your setup.
I just tried with 2.14, and it works, so perhaps there is an issue with your maps. Do you get the same error if you try to export to PDF? Is there any message in your Tomcat log?
