Hi Julie, it's a good question and unfortunately you cannot have this level of access control per today. However the good news is that we plan to support this in version 2.29 (Feb 1) by introducing a new level of sharing <https://docs.dhis2.org/master/en/user/html/sharing.html> access called "Data input".
