Hi Timothy, If you are talking about Data Entry app, then yes. That user should be able to see the public DataSet in the drop down list.
Can you try again on https://play.dhis2.org/2.29/ server. If same issue occurs, please create a jira issue with detailed steps to reproduce. I will check.
