A 0.89 Windows installer is at http://dia-installer.sourceforge.net/. A version that you can install manually and that may be more up to date can be downloaded at http://hans.breuer.org/dia/dia-0.89.htm, along with the necessary libraries. Windows updates would probably appear here first and later be integrated into the installer. But as of now, the version on Hans' page is dated 1/1/2002 and the installer is dated 1/7/2002, so go with the installer.
Could there please be an official release and an update of the Dia web site download page?
