I assume you mean shape sets, image sets doesn't make sense in Dia.  So
far, most shape sets that people have published have actually been added
to Dia.  There are a very few specialized sets around.

You should probably make it clear if we're just talking shapes (i.e.
just scalable figures with connection points) or objects (things that
can do more fancy things, like the UML class for instance).  Shapes
require no coding and so many more could potentially do it.
