Hm, apparently there is, it's called "The Windows Interface Guidelines for Software Design: An Application Design Guide", and you can buy it in a book store. :-\ Microsoft's online guide "User Interface Design and Development" (<http://msdn.microsoft.com/library/default.asp?url=/library/en- us/dnanchor/html/anch_uidesigndev.asp>) contains stuff about menus, but a quick glance did not reveal any usability considerations.
