It all started to magically ;-) work now (I'm guessing that I didn't restart my computer then).

But I confirm 570592 also for names with Polish letters. I never used them names in DIA files so it might as well occur in previous versions too.

BTW - one can use Total Commander to open files with non-ansi characters - just use the following settings:
Command: ...\dia-win-remote.exe
Parameters: diaw.exe --integrated %p%n
(this will give a DOS path and filename)
