It is possible to interpret the question in multiple ways...

If no shapes or primitives are selected, you can zoom to the extents of the
Diagram using Zoom - Best Fit. (Screen Icon is a magnifying glass with a
dashed box inside.)  This centers the entire diagram.

Best Fit also centers any selection, a single shape, a collection of shapes
picked using Shift-Control-Left Click, or a selection window created by Left
Click + drag, or group or selection of groups.

There is a function common in some graphical systems the center on any pick
point on the screen sot of like an fast Pan, but Dia does NOT do this.

You can however Pan the screen depending on the settings of your mouse
buttons.

I am able to Pan the Dia by holding the middle button down and rolling my
trackball.  My middle button/wheel must be set to "Generic Button" to do
this.  When I press the middle button my cursor becomes a small fisted hand
and the screen will track it as if I have grabbed the screen to move it.

It is possible there are other functions of the buttons that I have not
discovered.
