The Linux and Windows will be the same. The Outline Text tool can be used to created angled lines of text. Pull on out and double click it to reveal the properties and you will be good to go.
If you need more function than that you can create it in a program that does what you want and make an image to import. You will be able to expand and contract that, but not much else.
