When copy between layers, first paste happens on top of copied object position. This is a link anchor permit. Layers indicated with this option will accept anchoring when objects are moved. F.e. It is definitely possible to move ungrouped selected objects with arrow keys, but I'm not sure what is the problem with moving after paste.
