Dia *is* a Gnome project: https://wiki.gnome.org/Apps/Dia. Of course it can be taken out of Gnome, however that is a social process. All distros are basing their packaging on Dia from Gnome AFAIK. Also, I don't see Gnome forcing Dia to do whatever.
