Do you have a special requirements for it being a low-use, mostly unknown to
the wide audience, underspecified WMF file?
Why not use JPEG, PNG or SVG ?

This may indicate that the real size of your diagram is very, very small.
You can get layout lines (blue) to appear to see how your diagram is laid on
paper, which should give you a hint of initial real size.
The rest is left to the diagram scaling.
