It's possible. See doc/custum-shapes in the source tarball fo a short
description. I'm working on a "Building shapes tutorial" but this
needs some weeks.
The normal dia installation has two directories in $prefix/share/dia
($prefix=/usr or /usr/local):
shapes: descriptions for the shapes
sheets: descriptions for the sheets (pages of the notebook
         in the main window)

Start there, especially the Circuit sheet/shapes are easy to
understand. :-)

There is already a NetExtra package out. Currently it includes 7
shapes (router, switches, network clouds ...). Look at
http://dynamik.fb10.tu-berlin.de/~morawski  (see et cetera)

Untar the tarball in your ~/.dia directory.

You are welcome to contribute your own shapes.
What shapes are you missing?
