It does provide WIDTH and HEIGHT but sets them to the bitmap's natural
sizes. There is a FIGURE_SCALE_FACTOR variable in l2h which gives in some
scaling, but the ratio I'd use for current dia-generated files would not
be the same as the scaling I would (and do) use for scanned pictures.

l2h doesn't ask for client-side scaling, which is evil anyway.
