German Language settings throughout the whole system
Standard user (not root)
Starting dia produces the error message
>> diarc:7: error: unexpected number `100', expected number (float)
Reason: dia creates a subdirectory $HOME/.dia and a file 'diarc' in this subdirectory.
The numbers in the file use a comma as a decimal separator. Dia does not seem to be
able to use language specific decimal separators grouping separators
