Yes, I think it's reasonably clear that it's not compatible with the
GNU GPL, for example.

Does it specifically say this? I can't see that in the license---it
just looks like a generic license to me (just saying that there might
possibly be AT&T patents which apply, and if there are, then you get
to use them according to the license). If there's interest in using
the algorithms (which are described in papers, too, so it's not
necessary to use the source, although that would be lots easier), I
suggest asking about it---they seem reasonable guys, and may be able
to arrange something.
