Position Location: Kiev, Ukraine

IREX is an international nonprofit organization providing leadership 
and innovative programs to improve the quality of education, 
strengthen independent media, and foster pluralistic civil society 
development. Founded in 1968, IREX has an annual portfolio of $50 
million and a staff of over 500 professionals worldwide. IREX and its 
partner IREX Europe deliver cross-cutting programs and consulting 
expertise in more than 50 countries.

IREX is seeking a consultant for a term of six months to support and 
oversee the development of several Technology for Development 
projects in Eurasia. This position will last from January 2007 until 
June 2007 and will will require residence in Kiev, Ukraine or 
Bishkek, Kyrgyzstan.

RESPONSIBILITIES AND DUTIES
     * Oversee the development of special projects that leverage 
telecenter resources to promote community development
     * Organize and consult on targeted trainings for government 
officials, NGO representatives, journalists and other targeted groups.
     * Guide full-time staff in developing workplans.
     * Follow-on to ensure implementation of workplans.
     * Compose reports and success stories detailing activities for 
target audiences.
* Other related activities as requested by the Regional Program Manager.

SKILLS AND QUALIFICATIONS
     * University degree in a relevant field; Master's preferred.
     * Significant demonstrated experience in implementing civil 
society programming, especially with USAID and US Department of State.
     * Background in civil society, technology for development, and/or 
local governance development.
     * Experience developing and providing training to staff and civil 
society organizations.
     * Demonstrated managerial skills.
     * Excellent interpersonal and organizational skills and the 
ability to negotiate with local and foreign experts, managers, and 
government officials to ensure the successful completion of project 
activities.
     * Excellent computer skills.
     * Fluency in Russian and English.
* Relevant field experience in the Former Soviet Republics.
