Hello Dave We have just completed an action research project here in a small rural community in Queensland, Australia to trial a model for local government-community engagement using e-democracy tools. We have identified the need to engage people who currently don't utilise/have access to/skills/confidence to use ICTs and believe the model has potential to do so.
