Hi Audrey, You're right. Costa Rica is more advanced in Information System than other countries in Central America. But the article you refer to is from 1997 and at that time, it wasn't so. Costa Rica has advanced alot recently because of the Intel Plant installed there a few years back. In software manufacturing, both countries are competing. In terms of access to internet, probably Costa Rica is more advanced. Look up the World Economic Forum. Each year they prepare the Global Information Technology Report GITR which contains the kind of statistics you're probably looking for.
