A few years back, there were simultaneous reports released in the US.
One said Hispanics were breaking even on the digital divide, the other said they were extremely behind.


The difference was the "good news" was determined by whether or not they access access to the Internet from the library, school, coffee shop or friends house. The "losing" one was based on whether or not it was in the home itself.
