>>This is an individual effort but I want to
expand the project and make it more productive. At the moment, I am
more interested in finding volunteers, partners, advisers, database
storage server or host, and potential donors.

Congrats on your enthusiasm and commitment to this project.

I have yet to find donors, volunteers, partners, etc. outside of a country who are willing t ohelp an "individual effort." Your primary objective now needs to be partnering *locally* in the area of Africa you want to help in. You need to find:
-- a local organization or government agency (or more than one) willing to at least write a letter endorsing your activity
-- other local people willing to put in time and effort to this project, and to lend their names to it

Without making this more than an "individual effort", you are probably not going to be able to find all of the resources taht you seek. By finding other local people and organizations to support you, you can confidently approach outside partners, donors, volunteers, etc., because you will be saying "this is a credible effort, one that involves many people -- not just one person -- and these many people involved are committed to making this effort transparent, accountable and results-oriented."

Hope this list can lead you to some potential local collaborators.
