Yet another Telco/Cableco watercarrier, Senator John Ensign, is now drafting another anti-municipal bill that would preempt local and state cable franchising in favor of National licenses. If they can't win in the state legislatures, the Telcos and the Cablecos are going to try in Congress. Read below:

Sen. John Ensign, R-Nev., a member of the Senate Commerce Committee, is quietly drafting a comprehensive deregulatory telecom reform bill that he plans to introduce in mid-July, sources said Tuesday. According to industry sources, Ensign is asserting himself on telecom issues with the approval of Senate Commerce Chairman Ted Stevens, R-Alaska. One source indicated that Ensign's measure would permit the Bell companies -- which are moving aggressively into the pay-television business to compete with cable -- to secure nationwide franchises in lieu of securing tens of thousands of local licenses or statewide agreements.

Leaders of the commission that investigated the Sept. 11, 2001, terrorist attacks joined Tuesday with Sen. John McCain, R-Ariz., to promote his legislation setting a fixed date for the end of analog television broadcasting. Under the bill, broadcasters would have to return analog TV channels by Jan. 1, 2009 -- clearing stations numbered 52 to 69 and freeing 108 megahertz of spectrum for other uses, including those of "first responders" to acts of terrorism and disasters

If AT&T and MCI are acquired by SBC Communications and Verizon Communications, respectively, the two Bell companies would control telephone service in nine out of 10 commercial buildings in their regional operating territories, Bell competitors said Tuesday. The resulting "domination [of] each [in] its own region will fuel at least a 15 percent increase in wholesale prices for local access, in turn driving up retail prices to business by a similar amount," according to a statement of the Alliance for Competition in Telecommunications -- ACTel -- a group formed by Bell competitors to challenge the two mergers.

the truth is, this is a more nicely worded version of the same junk that has
been making the rounds in states. It is really the "Telecommunication
Innovation PREVENTION Act of 2005" and we need to bring together the most
complete coalition possible to kill this thing before it gains additional
signatories.
