This isn't a secret, it's real - and many countries have based their copyright laws on that of the United States, which means... global reform is on the plate for those who would like things to enter the public domain before they die.
I suppose that it's a lot to consider given present workloads... but even if we do get everyone connected, they may not be able to access anything without paying a toll.
