Dear JFD, Julien Pain brought up this allegation during his presentation. (I had asked him who funded RSF and what its operating budget was. In fact, I hadn't heard this allegation. I work in the nonprofit sector myself, and my questions are typical ones that I'd ask about any interesting nonprofit/ngo.) He said that these allegations were untrue, and that about 80% of RSF's budget was derived from an earned income strategy; they publish and sell books of photographs.
I don't have any documentation about RSF's funding, but am inclined to believe Julien. However, I'm sending him a CC of this post, so that he can say more about this if he chooses.
