True, but I think that these discussions are being done in the context
of Civil Society and not in the context of Government and Business - the
de facto drivers of process at WSIS (and it is questionable who is
driving who).

Fortunately, much of that discussion is becoming senseless because, in
my opinion, it seems that more Open Content is being produced than
otherwise. I suppose a proprietary software company might call this
viral, but I see it more as an immunization. :-)
