Ron Cooper of Access Sacramento here.... I am E.D of Access Sacramento 
community TV and radio for Sacramento County, CA. In the world of public, 
educational, and government (PEG) access television there is a discussion going 
on about 
how to affordably caption our PEG programming for hearing impaired audiences.

Manual keyboard captioning services are cost prohibitive. We facilitate about 
3,000 hours of volunteer produced programming a year and at $300 per hour, 
the $900,000 price tag would be twice our annual budget.

However, I was wondering if anyone had created a closed or open captioning 
device based upon voice recognition software? The computer would "listen" to 
the 
output of the access channel and CC in the lower third of the TV screen 
automatically without manual keyboard entry. Does this gadget already exist? 
What 
would be the cost? If it were in the $2K-$5K range, I know many PEG stations
