There is an interesting discussion of this topic at the Institute of Development Studies at University of Sussex related knowledege facility id21. It is written by two Bretton Woods institutions staff members. See http://www.id21.org/viewpoints/blogsOct05.html My own two cents on this is that this a very exaggerated, technicist view of the role of blogs. If I take my own Ghana, for instance, one would form a clearly wrong view of Ghana based on what is available in bolgs-sphere. Blogs are important and may become much more important. However, they are only the latest fad in a long list of connecting mechanisms.
