Hi... The link to this story came across another list today, I thought it rather interesting, and of relevance to DDN crown in that we might consider taxes from Telecom and other commnications services to be appropriate means of supporting Govt investment in Human and Social Capital, or in redressing Digital Literacy & Access inequities such as the Digital Divide, or in promoting Universal Service (at a new level, beyond telephony)
