I mean, optical frequency imaging ("a photo"), 1-3m resolution (1px = 3m, e.x.), and a digital elevation map (DEM) showing elevation of foliage for purposes of line-of-sight radio link planning, at a similar resolution. This would be enough to do what Google Earth does, and also to calculate viewsheds upon eyeballing potential tower locations.

What do you mean exactly with 1-3m optical and elevation of vegetation ? Do you mean that the map would provide you the details like if you wer 1 to 3 metres from the ground ?
