To respond to Dave, local FM radio stations in each village / panchayat /
block / district, to regularly communicate citizens needs and petitions and
air redressal status is the best form of communication.

For this the Govt. should deliense FM radio to local SHGs.

Technicaql support for developing the right low cost technology is
available.

 Some crucial obervations / learning acquired by me while working with
Government of India and various state administrations there,are given below.
Hope you will find intresting ?


  Internet is an infrastructure used for information exchange;
  Various Agencies / Originations design and host their contents for use of
target users. There are short or / and long term motives (commercial,
service, political or other) of each hosting agent;
  Internet as an infrastructure is immune to the language of hosted
material;
  For using the contents on Internet one needs "internet access";
  Internet access is provided by various Internet Service Providers (ISPs)
on – cable, wireless or landline telecom infrastructures;
  Telephone density or availability of  "internet access infrastructures"
influences agencies decision to design and host contents relevent to
specific community or the consumers;
  With a rural telephone density of less then 1 per hundred people in India
and very average propensity to consume due to poverty in these areas, there
is not much designed and hosted on Internet for the consumption of these
rural areas;
  Government initiatives in developing countries should keep internet aside
while planning and designing ICSs for delivering services in rural areas;
  Developing countries (without waiting for telecom infrastructures to
improve, poverty reduced and improving in literacy, as these require long
term attendance) should immediately work on strategies enabling ICTs based
delivery channels established so as "required services" can be reach the
huge disadvantaged segment of population at low cost, effectively and
efficiently;
  Government needs Intranet (WANs) with relevent contents hosted on it
meeting service demands of their citizens. Internet is secondary to the
eGovernment for developing countries under the existing circumstances.
