Peter I'm not sure what type of catch there could be - Filters will be
freely available to all Australian families. "Push" pornography is a major
issue for minors in Australia ("push" being pornography that is not accessed
directly; rather the child visits a non-porn web that causes porn popups
and/or installs a BHO that accesses porn sites without user intervention).
Filters are one method of negating these threats, although I acknowledge not
the only method.
