I have the previous model, the Treo 600, and I've used it for blogging for the last two years. For basic text blogging, I either use its Web interface to go to my blog's admin page and post content like I would on my laptop. Other times I use mo:blog (http://www.moblogworld.net), which is Palm shareware for posting to blogs. It works with most of the major blogging tools. You install it on your Treo and use its text editor to write a new blog entry. Once it's ready, you simply publish it. Frankly, I haven't been thrilled with the interface, but it works well if you don't want to have to access your blog's admin page on your phone or if you don't have a Web data plan.

The Treo is also good for photo blogging. If you have a Flickr.com account, you can create a private email address at Flickr which you use to upload photos. Simply email a photo from your phone to that address, and it'll post it to your Flickr feed. Here's a pic I just uploaded from my phone:

The Treo 600 has a really poor camera, though; I believe the 650's is slightly higher resolution.

The 650 also comes with video capability. The quality isn't great, but it's still fun to experiment with. For example, here's a video blog of me shot by blogger Mustafa from BeirutSpring.com in Accra, Ghana last summer:

Since the 650 is Bluetooth, you can shoot video on it and transfer it easily to a laptop before uploading it. The video blogging website blip.tv will let you set up a video blog and email video clips from your phone in a way similar to Flickr:

You may have to set up an account to access the above page, though. Blip.tv is free and is very respectful of user's copyrights, incorporating Creative Commons licenses into your account. (This is in contrast to sites like YouTube, which exploit users by acquiring commercial control over content posted to the site.)

Lastly, there's always mobile podcasting. Odeo.com will let you call a telephone number and record a podcast. For blogger/blogspot users, audioblogger.com will do the same thing. And if you just want to use your phone for listening to podcasts, you should check out Melodeo's Mobilcast:

It's a software client you install on your phone that will let you subscribe to podcasts, downloading them through your phone's data plan. Unfortunately it doesn't seem to work on Treos yet, but it'll work on many other phones in the US.
