DVM - D Version Manager 0.3.1

I just released a new version of DVM, 0.3.1. This is purely a bug fix release for Windows. I didn't bother compiling for Linux or Mac OS X.

   * "dvm use" changes the default compiler on Windows
   * Can't install on Windows without administrator rights
