No, it is most certainly for new D users, and that is the
problem. New users don't know what needs updated. Experienced
users aren't going to find useful information on the wiki so it
isn't "vetted" constantly.
Having SomeDude take his inexperience to change the pages in what
would have helped him is a great contribution.
