Probably (warning: unverified hypothesis ahead) because Phobos has much less »clear-cut« bugs – often, it's missing/restricted/clumsy functionality instead of obvious bugs. Also, Bugzilla has something like 4x the number of bugs for DMD compared to Phobos.
