The host that runs these two services is down. I'm working on getting them back up.
There's a reasonable chance I'll end up having to restore both db's from last night's backups, meaning a loss of the last 18 hours of bugzilla changes other than the messages sent to the bugs newsgroup/forum/mailing-list.
