AFAICS This is a regreession from 2.060. This reduced code
(Use old alias syntax):

void main()
{
    string s;
    validate(s);
}
template getValidaterAttrs(T)
{
    alias getMembersAndAttributesWhere!().Elements getValidaterAttrs;

{
    alias getValidaterAttrs!T memberAttrs;
