If you take for example http://dlang.org/abi.html I cannot reference most
elements on the page because they have no anchors.
I think every <h1> - <hX> tag should also have an anchor, with X being 3 or 4.
In any case one should be able to link to a specific topic, e.g.
http://dlang.org/abi.html#Type Mangling
