Exclamation symbol "!" within functions syntax

I noticed more than once that the exclamation "!" is used within
functions typing, and it seems like an operator with new use, for
example "to!int()", ".tee!(l => sum += l.length)",
"enforce!MissingArguments...", so what dose it means?
