You will need to register, and then use this page: http://d.puremagic.com/issues/enter_bug.cgi?product=D Then select a component (usually DMD, druntime, or Phobos). D2 is selected by default, all that's left is to write a summary and description. You can also click on "Show Advanced Fields" (top left), and in the Keywords field (way down) you can add things like accepts-invalid, or rejects-valid.
