Is seems you'll need to create a file names settings.ini in C:\Program Files\Gtk-Runtime\etc\gtk-3.0\ containing the following:

[Settings]
gtk-font-name = Arial 10

If you want to enable subpixel rendering also add the folowing lines;

gtk-xft-antialias = 1
gtk-xft-rgba = rgb
