I think you mean ||, not &&.  The best way I know around this is to 
define enums:

version (DigitalMars)
   enum compiler_DigitalMars = true;
else
   enum compiler_DigitalMars = false;

//... similar for LDC

static if (compiler_DigitalMars || compiler_LDC)
{
   ...
} else {
   ...
}
