But this works in any case:

immutable string a;
struct Test {
  static immutable string b;
  shared static this() {
    b = "bar";
  }
}

shared static this() {
  a = "foo";
}

void main(){
    assert(a == "foo");
    assert(Test.b == "bar");
}
